Update to the “Minimum Requirements” Decree: new developments regarding the calculation energy performance of building

The Ministerial Decree of October 28 of 2025, the "Update to the Minimum Requirements Decree" which enters into force on June 3 of 2026, serves as the implementing instrument for the Directive EPBD III.                              It also aims to resolve issues encountered over the years in applying the Ministerial Decree of June 20 of 2025 ("Minimum Requirements") by incorporating clarifying ministerial FAQs and streamlining certain verification procedures that had proven difficult to implement. The new regulation introduces various changes, ranging from substantive updates to finer details. This article provides a comprehensive overview of the new decree, highlighting the modifications and updates introduced, while offering in depth analysis and insights regarding the key change required for new construction, demolition and reconstruction, extensions, and vertical additions. Finally, useful summary tables are included to outline the specifications and requirements for both new buildings and interventions on existing structures, highlighting the differences compared to the Ministerial Decree of June 26 of 2025.
